PURPOSE:To reduce the charge burden of a subscriber using a wide band communication, and to further promote the spread of a wide band communication service by making the third person share one part of a communication charge by adding the offered information of the third person to the inter subscriber communication. CONSTITUTION:Plural information storage devices 1 store multimedia information functioning as added information. This information can be offered by the plural third persons. The devices 1 are controlled by an information storage device control part 2. A multimedia information synthesizing and distributing device 3 is equipped with a function which synthesizes the information stored in the device 1 with the information exchanged in the inter subscriber communication or distributes it to the plural subscribers, and controlled by a multimedia information synthesizing and distributing device control part 3. A timer 5 measures a time while the information offered by the third person is received by the subscriber, and the measured time is referred to at the time of deciding the charge. A data base management system 9 receives a request from an add information charge calling control part 10, and operates the retrieving operation and updating operation of a data base 7.
