When an input voltage exceeds the threshold voltage of a first switching circuit 102, the circuit 102 turns on the thyristor circuit. On the other hand, when the input voltage exceeds the threshold voltage of a second switching circuit 103, the circuit 103 turns off the thyristor circuit.
