PURPOSE:To improve the evaluating efficiency in an ATM communication system by outputting an empty cell of a 1st pattern after converting it into a 2nd pattern with other significant cells outputted as they are and applying the prescribed cell processing to the outputted ATM cell flow. CONSTITUTION:An input side empty cell converting part 14 discriminates an empty cell included in the cell flow inputted from a cell synchronizing part 13 from other significant cells. The empty cell is outputted after a st system is converted into a 2nd pattern included in a system. Meanwhile the significant cells are outputted as they are. A pre-processing part 15 receives the cell flow from the part 14 and performs the cell processing before the cell is switched. A cell switch 16 switches the cell flow sent from the part 15, and a post- processing part 17 performs the cell processing after the cell is switched. An output side empty cell converting part 18 discriminates the 2nd pattern of an inside empty cell included in an inputted cell flow from other significant cells. Then the internal empty cell is outputted after the 2nd pattern is converted into the st pattern of UNI/NNI and the significant cells are outputted as they are.
