PURPOSE: To precisely identify whether a packing bit and a deleting bit are a customer bit or an auxiliary bit by differentiating a framing bit for identifying each frame from any data symbol. CONSTITUTION: Each frame includes prescribed number of framing bits and the frame is distinguished from the others by the using of a framing bit inserted to each frame by a transmission part 105. Processing at a transmission part 105 converts a bit within these frame to a symbol transmitted through a loop 107. These symbols are transmitted through the loop 107. A customer data bit is connected with a lead 110 within a receiving part 108 within a center station 102. The data rate of a customer data bit transmitted through the lead 110 is r1 . However, the loop 107 bi-directionally provides communication at a data rate r2 and does not synchronize with the rate r1 . In addition, a customer data bit supplied onto a lead 114 from a lead 112 is provided a data rate r3 and does not synchronize with the rate r2 .
