PURPOSE:To obtain the device capable of dividing a picture into plural areas, arranging each area in a different bit plane and realizing an individual processing for each area. CONSTITUTION:Bit map data synchronously with picture data are formed to an area in an original picture by a bit map generator 14 and given to a bit plane generator 12. The bit plane generator 12 executes arithmetic operation processing to the bit map data and original picture data and outputs bit plane picture data 22, 23, 23. A coder 13 encodes the bit plane picture 22. This processing is repeated to encode the bit plane pictures 23, 24 thereby forming codes of the original picture. The picture to be reproduced is decoded in an optional order for each area by replacing the order of codes in the transmission. |
