PURPOSE:To obtain the photosensitive drum which provides silent operation by damping vibration when electrostatically charged with an alternating electric field and is easily manufactured and well recycled, and the process cartridge and electrophotographic device which are equipped with this photosensitive drum. CONSTITUTION:A photoconductive layer 12 is provided as a photosensitive layer around the outer periphery of a base body 11 and a driving transmission gear 13 and a bearing flange 14 are fixed to both the ends of the base body 11. A filler which is sectioned in a channel shape is put in the hollow cylindrical body 11 so that the external-diameter part is pressed against the base body 11. The base 11 is filled with liquid, liquid and powder, or powder. A coil spring whose outer periphery contacts the inner periphery of the base body 11 is inserted.
