PURPOSE:To provide an excellent dynamic image signal decoding device which can solve such a problem where the motion vector as well as the difference value between the precedent and present frames cannot be decoded for each picture element block by the decoding device when a part of a bit stream is omitted on a transmission line and the picture quality is extremely deteriorated especially at a moving part since the picture elements of the precedent frame where the motion is not compensated are displayed at a picture element block part. CONSTITUTION:A memory 207 stores the motion vector decoded by a decoder 202, and a motion vector estimating circuit 208 calculates an estimated motion vector from the motion vector stored in the memory 207. Then a picture element block is replaced with the precedent frame where the motion is compensated by a motion compensating circuit 203 based on the estimated motion vector. Thus, the deterioration of picture quality can be reduced at the picture element block part even if a part of a bit stream is omitted and the corresponding picture element block cannot be decoded. |
