In either mode, a comparatively large quantity of silicone oil is metered and applied to the surface of the roll 38 so as to cope with the fusion of a color toner image by the wiping-out action of a metering blade 52. In the other mode, a metering blade 54 abuts on the roll 38 to perform coating quantity adjusting action in which a comparatively small quantity of silicon oil is metered and applied to the surface of the roll 38 so as to cope with the fusion of a black toner image.
