PURPOSE:To improve the operation rate of the system by carrying on the operation of the system in case of a power failure without any stop as long as the operation can continuously be performed with a battery. CONSTITUTION:Once a power failure detection part 2 detects the power failure, the power failure time monitoring timer TM of a backup control part 1 starts and a battery rest detection part 3 detects and sets the rest of the battery 4 in the backup control part 1. The backup control part 1 calculates the time T for which normal operation can be carried on, and then indicates the continuation of the normal operation by the battery 4 to an electronic circuit part 8 when T>TM or indicates a saving process when not.
