PURPOSE:To obtain an image processor capable of improving the resolution of a still part even at the time of generating a motion vector image by preparing two movement detecting parts for detecting the presence and absence of vector correction. CONSTITUTION:An encoder 6 and a decoder 11 are respectively provided with vector correction movement detecting circuits 5, 10 and vector non-correction movement detecting circuits 12, 17, the minimum values of their outputs are compared by respective minimum value comparators 14, 19, still parts are detected by validating minimum values most close to a still image, and still image processing which does not correct vector is applied to the detected part. Thereby even when the whole picture is moved by the panning of a camera and a vector is generated, a still part such as a still character on the picture is detected and still image processing is applied to the detected part, thereby improving the resolution of the part. |
