PURPOSE:To prevent the occurrence of congestion between users caused by delay between message transmission and reception by providing a means inserting a message transmission time to a message signal and sending the resulting signal to a terminal equipment. CONSTITUTION:When a caller user inputs a call request from an input section 27, a control circuit 29 receives time information from a time output circuit 25 and stores the information to a memory as an origination time. Then the control circuit 29 implements a mobile network and setup of a radio channel. When the setup of a radio channel of a mobile network is finished between a caller side and a called side, a link is established. When the establishment of the link is finished, the control circuit 29 extracts a message content from a memory 28 and sends it and the origination time to an origination signal configuration circuit 24. The message signal formed by the circuit 24 is sent from an antenna 20. The mobile network sends the message to a mobile terminal equipment via a short message processing message. The mobile terminal equipment recognizes the message content and the origination time from the message signal.
