PURPOSE:To provide an IC card having high function by utilizing limited spaces the most without complicated process. CONSTITUTION:A printed wiring board 11 provided in a frame-like envelope 10 is formed by a stepped structure having a first area A positioned nearly at the center in the direction of thickness of the envelope 10 and a second area B near the bottom face of the envelope 10. Elements 14 whose mounting height is comparatively low are mounted on both sides in the first area A and an element 13 whose mounting height is high is mounted on one face in the second area B.
