Waterproof packed insulating layers are made by pulverizing porous granular inorganic insulating material to a grain size range which minimize voids, and adding less than 10% by weight of waterproofing agent before or during pulverization. The waterproofing agent is a metal compound of a long-chain paraffin or olefin carboxylic acid, or a mixture of a metal stearate with one or more bactericides or herbicides. Bactericidal waterproofing agents exemplified are Cn, Zn or Ag compounds of long-chain paraffin or olefin carboxylic acids; non-bactericidal waterproofing agents exemplified are Ca or Mg stearate. The insulation may be used for insulating underground pipes.
