PURPOSE:To prevent sticking of toner in a developing device, an increase of torque, etc., by carrying toner without rotating a developer carrier and to improve development ability by widening a development nip between the photosensitive drum surface and the developer carrier compared to the case of the use of a conventional developing roller. CONSTITUTION:The developer carrier 161 of the developing device 16 is constituted by providing an electrostatic actuator member, composed of a stator 165 made of an insulating material and a plurality of electrodes 164 embedded in the stator 16e, on an unrotatably supported substrate roller 161a. The plurality of electrodes 164 is divided into three electrode-groups, a voltage whose polarity can be switched in a prescribed period is applied to each electrode- group, and toner is carried by the interaction of the charges of toner and the charges of the electrodes 164. The surface of the developer carrier 161, facing the photosensitive drum 1, follows the shape of the surface of the drum 1. |
