PURPOSE:To obtain high definition picture data in which a picture ORed by two adjacent picture elements is used as one picture element instead of the simple reduction of the thinning of the picture elements at the time of converting parallel picture data into serial picture data. CONSTITUTION:A reduction ratio set at a register 1 is successively added to the previous added result by an adder 2, the sampling of a carrier signal 25 from the adder 2 is operated by a flip flop 15, and whether the frequency of an original clock for converting the parallel picture data into the serial picture data by a P/S converter 10 from the sampling result is allowed to rises, or allowed to be operated as it is set by a prescribed circuit. Then, after the parallel picture is converted into the serial picture by the P/S converter 10, the OR of the serial picture and the serial picture data at the pre-stage is operated by an OR circuit 32 according to the set clock, one of the serial data and the picture data obtained by the OR are selected by a selector 33, and the picture data selected by a flip flop 35 are latched by the original clock. |
