PURPOSE:To discriminate a scene change and parallel movement with less quantity of arithmetic operation. CONSTITUTION:A difference device calculates an inter-frame difference between this frame and a preceding frame as to macro blocks at four corners, and when the difference is not 0 to all of the four macro blocks, the step proceeds to the step 102, and when the difference is 0, the usual coding is implemented. A frame memory and prediction device in the, step 102 retrieves a motion vector as to the macro blocks at four corners and when motion compensation prediction is attained by a motion vector in any of the macro blocks, a frame is set to an independent frame predicted in both directions and when the moving compensation prediction is not enable, it is discriminated that a scene change takes place. |
