PURPOSE: To restore a signal with high reliability through the small number of data and in a small calculating time by encoding a reference sample signal and an area signal from the texture signal of a picture area, texturing a signal decoded from a transmitting means or a storing means, and reconstituting it. CONSTITUTION: A reference sample is introduced from the texture signal in a picture area by a sampling means 21, and encoding means 22 and 23 encode a signal corresponding to the sample and a whole sampled area. Those encoded signals are inputted through a transmitting and/or storing means 24 to decoding means 25 and 26 respectively. The decoded encoded sample signal and encoded area signal are inputted to a dictionary forming circuit 27 and an ornamenting circuit 28 of a texture synthesizing means 270 respectively, and the reconstitution of the textured synthetic picture is realized.
