PURPOSE:To prevent traffics from being concentrated between a base station and a mobile set even when mobile sets tentatively come around the base station. CONSTITUTION:A base station 30 is provided with a control section 31 to limit a position registration request from a mobile set. The control section 31 implements occasion control limiting a position registration request based on the congestion state of the position registration requests and their processing from a mobile set 50, prediction control storing a history of the position registration request of the mobile set 50 and limiting the request based on the prediction, and reservation control limiting the position registration request for a designated time zone. Or the position registration request is controlled to be made when the mobile set 50 detects position registration area information for a number of times or over or for lapse of a prescribed time after the detection of the position registration area information to limit the position registration request from the mobile sets 50. |
