At this time, a control means 6 of the repeater A5 provided on the transmission line 4 is activated to set the repeater 5 to the conductive state. When the means 6 is inactivated to temporarily cut off the transmission line 4 by the repeater A5 on the transmission line 4, the test signal from the controller 10 can be connected to the controller 2 by a test transmission line 7 connected to the transmission line 4.
