CONSTITUTION:A DCT circuit 3 executes the DCT processing of an image divided into blocks and a DCT coefficient outputted from the circuit 3 is quantized by a quantizing circuit 5. On the other hand, a smoothness detecting circuit 11 detects the smoothness of an image and a quantization control circuit 13 controls the quantization step of the circuit 5 in accordance with the smoothness and the high-order coefficient of the DCT coefficient outputted from the circuit 3.</p> |
