PURPOSE:To exactly discriminate a signal whether it is caused by the insufficiency of a chloride film removal or a battery lifetime in the case when a voltage lowering detection signal is output at the time of chloride film removal operation for a thionyl chloride system lithium battery. CONSTITUTION:The terminal network controller is provided with a battery 1, a microcomputer 3A and a voltage detection circuit 9. The microcomputer 3A serves to perform chloride film removal operation every specified time, conduct the chloride film removal operation after a certain time again in the case whether a voltage lowering detection signal is input from the voltage detection circuit 9 during the chloride film removal operation and discriminate whether there is the voltage lowering detection signal at the time.
