PURPOSE:To attain the high-speed check of an access right in respect of the access controlling system of notice board information in an electronic notice board device. CONSTITUTION:By using a host computer 1 which is provided with a notice board information storage part 2 and an access right information storage part 3 and a slave computer 4 which is connected to the host computer through a communication line and is provided with a notice board information processing part 5 and an access right information holding part 6, the retrieval of access right information managed on the host computer through the communication line can be minimized, and by checking the access right by referring to the access right information existing in the access right information holding part on the slave computer, the drastic reduction of processing time can be attained.
