<p>PURPOSE:To provide the picture coding processing method and picture decoding processing method in which deterioration such as blur of a required object picture is prevented while reducing quantity of picture data. CONSTITUTION:Picture data of an original picture are divided into plural picture element blocks by a picture element block division section 2, a picture element block discrimination section 5 classifies the picture element block into a contour block group, an object block group and a non-object block group based on given contour data, a pseudo non-object block generating section 11 forms the pseudo non-object block group in which picture data of an object area of the contour block group with picture data of a prescribed non-object area. First and 2nd compression sections 6, 7 compress picture data of the former two picture element block groups at a low compression rate, and 3rd and 4th compression sections 8, 9 compress picture data of the latter two picture element block groups at a high compression rate respectively. The picture data of a contour block are corrected by the pseudo non-object block at decoding of the picture and the block groups are synthesized and the picture is decoded.</p> |
