PURPOSE:To protect a refugee in facility by Judging whether or not a person is the evacuee in emergency and performing automatic lock after housing the evacuee by automatically opening/closing a control gate at high speed. CONSTITUTION:A travel speed detecting means detects the travel speed of the person 1 entering the facility 5, and a control means for the control gate 3 performs the lock by closing the control gate 3 when the travel speed of the person exceeds a prescribed speed value. Also, a dynamograph 2 detects the load and/or travel speed of the person, and the control means of the control gate 3 performs the lock of the control gate 3 by closing when the peak value of a load and/or the travel speed of the person exceeds a prescribed value, respectively. Furthermore, the control means of the control gate 3 controls the opening/closing speed of the control gate 3 in proportion to the travel speed of the person and/or the load of the person.
