The device includes an input voltage detection unit (13) for comparing the input AC voltage with the 1st reference voltage, a delay unit (14) for comparing the output voltage with the 2nd reference voltage, a relay driving unit (10) for driving a 110 V relay (RY-A) or a 220 V relay (RY-B), and the relay driving unit includes transistors (Q14),(Q15), resistors (R47)(R48), (R49)(R50), condensers (C16), (C17) and diodes (D16),(D17).
