The apparatus comprises a break ratchet (3), an elastic ring (8) formed at a constant spacing within the ratchet and a reel wheel (6) formed within the elastic ring. A bulge (6a) and a projecting ball (6b) are formed on the outer side of the reel wheel and a cam facet (8a) and a bulge are formed on the inner side of the elastic ring (8). When the reel wheel rotates in one direction, the ball (6b) pushes out the cam facet (8a) to bring the elastic ring in contact with the break ratchet. When the wheel (6) rotates in the other direction, the bulge (6a) on the reel wheel (6) pushes out the bulge (8b) on the elastic ring (8).
