<p>PURPOSE:To hold the smoothness of the movement of a screen, and to reduce the delay of a reproduction picture by coding and transmitting a coefficient by dividing it in several times according to the degree of the coefficient without transmitting it at once, only at the time of an in-frame coding. CONSTITUTION:At the time of the in frame coding, the first frame picture data read from a frame memory 801 by each block are orthogonally transformed by an orthogonal transforming means 802, and quantized by a quantizing means 803. The transmitted data are data-rearranged by a zigzag-scan rearranging means 804. The coefficient at that time is arranged in the order of the coefficient of direct current components, the coefficient of a low two-dimensional frequency, and the coefficient of a high two-dimensional frequency. The data- rearranged data are stored in a coefficient buffer 805 of a size for one frame. The coefficient stored in the buffer 805 are variable length encoded by a variable-length encoding means 806, and transmitted to a transmission path.</p> |
