PURPOSE:To reduce the burden on an operator by easily drafting an operating plan which is required for the single-body test of a motor-driven apparatus. CONSTITUTION:An operating-plan drafter designates an electric motor under test by using a command means; he inputs a command 2 which isolates an interlock which is related to the start and the stop of its sequence control circuit; on the basis of the command, an inference means 3 infers a method to isolate the interlock of a motor-driven apparatus as an object by using data regarding a sequence control apparatus and the connection relationship of connection utensils as well as regarding the specifications of meters inside a connection data storage means 1. An influence evaluation means 4 evaluates an influence when the interlock is isolated by using an interlock isolation means which has been inferred; a display and recording means 5 displays and records an inference result and an evaluated result.
