PURPOSE:To reduce the deterioration in the articulation of a voice signal at a receiver side even when part of a packet on a line is aborted. CONSTITUTION:A bit string conversion circuit 1 of a line adaptor section 10 divides an input voice signal 21 by a prescribed length and edits each division in the order from the bit position of the least significant bit toward the most significant bit, a non-voice detection circuit 5 detects whether or not a bit block at each position has no-voice, a packet processing circuit 4 aborts non-voice blocks, adds control information to voiced blocks and sends the result as a packet. A multiplexer section 30 uses a bit position number detection circuit to detects a bit position number of a packet to be sent and aborts a packet whose bit position number is minimum when the total sum of packets exceeds the transmission capacity. |
