PICTURE CODING DECODING DEVICE

PURPOSE:To improve the picture quality more than the result of coding by the standard system by employing the system compatible with the widely spread standard system in which the coding characteristic is varied with a local property of the picture for the coding and decoding device for a still picture. CONSTITUTION:A 1st picture coding circuit 1 compresses input picture data by the standard system. The compressed picture data are expanded by a picture decoding circuit 3 and the expanded data are subtracted from the input picture data by a subtractor circuit 4. A 2nd picture coding circuit 2 compresses a specific area of the subtracted picture data by the unique coding system. A code string multiplexed by a data multiplexer circuit 5 is separated by a data separation circuit 6 of a picture decoder 11. A 1st picture decoding circuit 7 decodes the data by the standard system. A 2nd picture decoding circuit 8 decodes the data by the unique decoding system. The decoded picture data are added by an adder circuit 9 and output picture data are outputted.
