<p>PURPOSE:To realize the coding with higher efficiency (coding with a short code length with the same picture quality deterioration and coding with less picture quality deterioration with the same coding length). CONSTITUTION:A picture processing unit divides a full color picture signal at each of picture element mXn blocks (m, n are natural numbers 1, 2, 3, 4,...), separates a full color picture signal into a lightness information and chromaticity information, separates the lightness information in the divided picture element blocks into a DC component and an AC component, quantizes them, calculates the amplitude of the AC component of the quantized lightness information in the divided picture element block, calculates the amplitude of the AC component in the picture element block of the quantized chromaticity information and implementing coding based on a ratio of the amplitude of the AC component of the calculated chromaticity information to the amplitude of the AC component of the calculated lightness information.</p> |
