PURPOSE:To carry out adjustment to a prescribed exhaust speed with high precision. CONSTITUTION:An exhaust valve 1 which is formed from a cylindrical elastic body having a slit 2 on the side surface is accommodated into a case 3 so that an air chamber 4 is formed between the inner peripheral surface of the case 3. A pressing tool 5 which adjusts the opening quantity of the slit 2 of the exhaust valve 1 by pressing the edge surface of the exhaust valve 1 in the axial direction is accommodated into the case 3. A press-contact means 6 for press-attaching the outer peripheral parts at both the edge parts of the exhaust valve 1 on the inner peripheral surface of the case 3 by outwardly pressing the inner peripheral parts at both the edge parts of the exhaust valve 1 is installed. The airtightness of the air chamber 4 can be maintainted by press-attaching the outer peripheral parts at both the edge parts of the exhaust valve 1 onto the inner peripheral surface of the case 3 by the action of the force in the direction different from the force in the axial direction which presses the edge surface of the exhaust valve 1 by the pressing tool in order to adjust the opened quantity of the slit 2 of the exhaust valve 1.
