PURPOSE:To save a phase adjustment buffer for one system by receiving each output from changeover cell insert means A,B provided respectively to systems 0,1 at a buffer via each converging device, monitoring each cell in the standby state thereat so as to control the means A,B and controlling each output switch with an output resulting from detecting a selected cell. CONSTITUTION:Each output from changeover cell insert sections 10A, 10B provided respectively to a channel of systems 0, 1 is received by buffers 12A, 12B via converging devices 11A, 11B. Capacity monitor control sections 13A, 13B monitor a waiting state cell number in the buffers 12A, 12B to control the insert sections 10A,10B. Moreover, changeover cell detection sections 14A, 14B detect a selected cell in the buffers 12A, 12B and uses a detected output to apply on/off control to switches 15A, 15B of the output section. Thus, it is not required to provide the phase adjustment buffer to both systems 0, 1 and then the quantity of the hardware is reduced.
