<p>PURPOSE:To provide a moving image encoding device which can prevent generating high frequency noise after scene changing for the scene changing or the like for the moving images. CONSTITUTION:For the moving images divided into blocks, this device is provided with a statistic calculating means 107 to calculate the statistic based on the information of the block under consideration, statistic calculating means 109 to calculate the statistic based on the result of the orthogonal transformation of the block motion predicted, and discriminating means 110 to discriminate by which method the encoding of the block under consideration is performed between intra-encoding and inter-encoding based on the statistics calculated at the two calculating parts.</p> |
