PURPOSE:To reduce the picture deterioration of the moving picture due to transmission errors. CONSTITUTION:At a variable length encoder 105, a unit to gather code words is not defined as the big unit such as GOB and one frame or the like and is defined as the minimum block. Also, at an error detecting / code adding circuit 107, codes which can be detected even when the transmission error happens are added to respective blocks so that the moving picture decoding device can accurately perform the segmenting of blocks, and the propagation of error decoding can be suppressed inside the minimum block. Also, the deterioration of picture can be suppressed by providing an error detecting circuit 109 and motion vector predictor 114, predicting the motion vector from the motion vector of the block adjacent to the block for the block where the error exists, and using the data of the previous frame extracted by the motion vector. |
