PURPOSE:To store received pictures efficiently and to reproduce the stored pictures by storing the received pictures as high efficiency compressed codes in a frame memory on the side of a picture encoding means by a storage control means. CONSTITUTION:A storage control means 41 switches a switch 42 in order to picture encode a reproduced picture signal 106 which a picture decoding means 2 reproduced. Also, it switches a switch 25 in order to perform encoding inside a frame without using the picture signals inside a frame memory 20, and defines a predicted value 101 as '0'. Further, it switches a switch 43 to store the signal in the memory 20. In this state, the reproducing picture signal 106 is read and picture encoding is performed by in-frame encoding. Also, in this case, by a sub sampling means, reproducing signals at the time of reproducing the stored pictures can be thinned out by 1/2 vertically and horizontally for example, reduced to 1/4 picture area compared to the normal picture, and the pictures for four frames can be synthesized using the frame memory. |
