New vectors (I) have (a) a size that is smaller than that of the target cells to which they are intended to deliver an active agent, and (b) a surface charge permitting electrical attraction at a given instant with the target cells, which have a surface electrical potential whose intensity or sign varies with time. (I) are nanocapsules, or phospholipid liposomes with a size of 20-200nm. They contain a neurotropic or musculotripic agent in an amt. of 10-6 -20 wt.%. The active agent may be a membrane stabiliser or Ca, Na, K or Cl channel regulator, e.g. an alkaloid, amiodarone, verapamil or procaine. USE/ADVANTAGE - (I) may be used to modify the electrical activity of cells or syncytia. They can deliver a musculotropic or neurotropic agent to muscle or nerve fibres when in a given phase of contraction or axonic activity.
