PURPOSE:To obtain a device in which a visual evaluation is made coincident with a color picture in an excellent way and quality of a color picture is properly evaluated by giving a weight to noise power spectrum obtained through 2-dimension orthogonal transformation to color information of the color picture, that is, lightness, saturation and hue so as to make calculation of an overall picture evaluation. CONSTITUTION:A 2-dimension spectral arithmetic operation means 14 supplies 2-dimension orthogonal transformation to 2-dimension color information after pre-processing to obtain respective 2-dimension spectrums. Then, a 2-dimension spectral linear processing arithmetic operation means 15 is used to a linear processing spectrum. Then, a function representing a spatial frequency characteristic of a human visual system is multiplied with each spectrum of each information of lightness, saturation and hue subject to linear processing. Then, a picture evaluation value of lightness information, saturation information and hue information are calculated by integrating an output of a spatial frequency characteristic correction means 16 with a picture evaluation value arithmetic operation means 17 and the overall picture evaluation is calculated by applying the arithmetic operation processing with a proper weight multiplication to the evaluated value. |
