PURPOSE:To improve calling probability for a mobile radio system. CONSTITUTION:When there is a calling request (S2, YES), whether the telephone number of a calling destination coincides with a number registered in a home memory station or not is judged (S3), and then when it coincides, whether location registering is performed or not is judged (S6). When the location registering is performed at the home memory station, the calling is performed in a location registered area (S7), and when there is a response a line is connected with a terminal on the caller side (S9). When the location registering is not performed at the home memory station (S6, NO), or when there is not a response even the calling is performed (S8, NO), the calling is performed through the base unit of a portable terminal of which the telephone number is registered in the home memory station (S11), and when there is a response (S12, YES), the line is connected between the terminal on the caller side and the base unit (S9), and communication between the terminal on the caller side and a called terminal is enabled.
