<p>PURPOSE:To distribute a suitable amount of codes to each block not by immediately forcedly stopping coding but by estimating the following change transition of the amount of remaining codes when a real value exceeds a predictive value at the image coding device to adjust the code amount to be coded by predicting the code amount. CONSTITUTION:The real code amount is subtracted from the predictive code amount, and the remaining code amount is calculated. This remaining code amount is cumulatively stored in a buffer. When the cumulative remaining code amount in the buffer is minus and the debt of the code amount is generated, a debt return rate (R) is calculated from the current cumulative remaining code amount corresponding to the final target buffer amount. When a cumulative remainder change rate (v) of the buffer is opened more than a prescribed angle with this debt return rate R as a reference, a coding stop instruction is outputted. Since the stop of coding is judged with the change rate of the cumulative remaining code amount and the debt return rate as judge materials when the remaining code amount is minus, the real total code amount can be made close to the final target amount.</p> |
