PURPOSE:To make heating that is excellent in thermal efficiency and is safe without the fear for catching fire or the like available by employing a panel that is made up by casting of mortar containing hydraulic cement and others and has a self- controlling heating device that is embedded in the panel on a location near the surface. CONSTITUTION:First of all, hydraulic cement, Silastic balloon, reinforcing fibers and water are mixed up thoroughly. Then a form, to which a heating device 12 is cemented beforehand, is filled with the mixed material and thereby a panel with a built-in heater 10 is formed. The heating device 12 is composed of an aluminum heat transfer plate in channel-shaped section and a semiconducting heating element that is stuck to the inside of the transfer plate and is made of a material that becomes highly resistive and almost nonconducting electrically as the temperature rises. Then, a number of panels with the built-in heaters 10 are arranged for use in heating floors or walls of a house and electric power is supplied thereto with connectors 16 and 17 connected in parallel Heat from the semiconducting heating element is transferred to the heat transfer plate, and then heats up the mortar on the surface of the panel.
