<p>PURPOSE:To attain the efficient coding of a video signal by controlling a quantization step width at quantization based on a coded data buffer occupied capacity and a predicted value by inter-frame prediction. CONSTITUTION:When a processing block is not a first block of a set of blocks, quantization steps to the set of blocks are read from a buffer memory 12, a block unit quantization step width calculation section 11 uses a level of a predicted value entered from an inter-frame prediction section 4 and a quantization step width required for the set of blocks to obtain the quantization step width required for the blocks to be processed and the quantization step width is outputted to a quantization section 6. The quantization step width outputted in this way is obtained for a small area, and the quantization section 6 implements quantization corresponding to a local movement in a pattern.</p> |
