PURPOSE:To allocate lots of communication channels between a base station and a mobile station as required by using a control channel in common without complicated control between networks or base stations installed in multiple. CONSTITUTION:A control channel is always provided to one base station (master base station) 3 among base stations 2, 3, 4 installed in multiple in a same simultaneous calling area 5, and a communication channel is allocated to a mobile station 6 receiving an incoming call message from the master base station 3 by returning a reply message to an optional base station in a same simultaneous call area 5. Moreover, a notice message to inform it that a new communication channel is not allocated via a control channel from the master base station 3 to which a new communication channel is not allocated and the mobile station 6 receiving the message does not send a message for allocation of the communication channel to the master base station 3.
