PURPOSE:To improve regenerative picture quality in the case of the plural kinds of special reproducing. CONSTITUTION:The output of a vriable length coding circuit 16 is supplied through an inter-frame data memory 52, intra-DC data memory 112 and intra-AC data memory 113 to an MPX 58. A memory control circuit 54, memory I-DC control circuit 114 and memory I-AC control circuit 115 control the memories 52, 112 and 113, and a data rearrangement control circuit 116 controls the MPX 58 and rearranges the DC component of intra-frame data so as to record it in the reproducing area of a recording track at the time of + or -5-fold speed reproducing. Thus, the DC component of intra-frame data can be reproduced at the time of + or -5-fold speed reproducing, and the regenerative image can be composed of regenerative data for several frames.
