PURPOSE:To detect a fault in the ATM network and to effectively inform low-order devices thereof. CONSTITUTION:A routine section 1 forming a communication path by rewriting the prescribed header information of the transmission cell based on the information of a path conversion table 2 and an alarm cell generation section 3 generating a flag F representing the use and unuse of the outgoing path of a routing section 1 provided related to the table 2 and alarm cells through the detection of faults of the input transmission line or in the device to be inserted to the outgoing path of the routing section 1. The alarm cell generation section 3 inserts the only alarm cell to the used outgoing path by referring to the flag F. Preferably, the system should be provided with a fault detection section detecting the fault of transmission line or the like, an intra-device cell generation section generating intra-device cells by this fault detection to be inserted into the line related to the fault detection, and an intra-device cell separation section separating intra-device cells from the line and inputting it to the alarm cell generation section. The function of the intra-device cell separation section is realized by the routing section 1.
