PURPOSE:To give a high-quality service by multiplexing picture control information, where picture classification information indicates a still picture, to transmit it to the center side from a terminal and requesting the still picture display control to the center in the case of the attribute indicating a still picture. CONSTITUTION:When a moving picture visual telephone 401 requires display of a still picture, the attribute of picture information indicating a still picture is registered in picture control information from a center 402 to the telephone 401, and this picture information is sent to the center 402. When the attribute of picture information sent from the center 402 indicates a still picture, the telephone 401 sends a still picture display control request to the center 402, and a picture freezing request is sent from the center 402 to the telephone 401. When picture information from the telephone 401 is actually stored in the center 402, a user of the telephone 401 sees the guide picture outputted from the center 402 to perform selection and instruction, thus performing the storage processing. The guide picture displayed on a monitor 405 of the telephone 401 is stored in a storage device 413 of the center 402 and can be registered from a camera 404.
