The present invention provides a method of manufacturing a continuous annealing steel sheet in which aluminum killed extra low carbon continuous casting slab having a carbon content below about 0.003 wt% is hot rolled, pickled, then cold rolled, and is then continuously annealed to manufacture continuous annealing steel sheet, and in which Nb is added to the continuous casting slab in an amount of about 0.01-0.03 wt%, P is added in an amount below about 0.005 wt%, and the slab is continuously annealed at a temperature of less than about 720.degree.C.
