<p>PURPOSE:To provide a quantizer and a multiplexer reducing the degradation of picture quality to a transforming coefficients obtained by performing discrete wavelet transformation to image signals. CONSTITUTION:A block forming part 31 extracts the corresponding transforming coefficients in a two-dimensional spatial region, and thus device is provided with a threshold value processing part 33 to adaptively select a threshold value and a step size corresponding to the frequency component of the transforming coefficient, coefficient quantizing part 35, and multiplexing processing part 3 to perform multiplexing for each frequency area.</p> |
