PURPOSE:To make the quantity of OAM cell minimum by writing new OAM cell preparation requirement information and making a station receiving it to prepare OAM and to mount/send erroneous information when the area of virtual path operation information is not enough. CONSTITUTION:An OAM cell kind detection part 6 detects the kind of each OAM cell and a new OAM cell preparation requirement detection part 7 detects the presence/absence of new OAM cell preparation requirement. After erasing new OAM cell preparation requirement written in the received OAM cell, a new OAM cell preparation part 8 prepares a new OAM cell. A pointer adder 9 adds one to the pointer of the received OAM cell and a pointer comparator 10 compares the pointer which is added with one and a last value of a pointer which is previously decided. A new OAM preparation requirement recording part 12 writes the new OAM cell preparation requirement in it when the comparator 10 judges coincidence and a sending part 13 sends/transfers an issued OAM cell, the prepared OAM cell and the received OAM cell to a next station.
