PURPOSE:To suppress deterioration in picture quality when a series of still pictures are coded depending on the presence of correlation with respect to the picture coding method coding a moving picture. CONSTITUTION:In the picture coding method in which a series of pictures are divided into blocks each comprising plural picture elements and each component of picture data is coded for each block, a change in a 1st component of picture data and preceding picture data is obtained and whether or not correlation is in existence between each picture and its preceding picture for each block is discriminated based on the quantity of the change. When the absence of correlation is discriminated, all components of the picture data of a relevant block are coded and coded data are generated and when the correlation is discriminated, invalid block information is generated corresponding to all components of the picture data and the code data comprising data and the invalid block information are obtained corresponding to each component of a series of pictures. |
